The problem with xbee: the distance is limited-maximum range is a mile or two. The radio modules are very useful, but with every context of use i dont want distance to be a problem: it should be able to work anywhere in the world. Therefore pachube or another internet-based connectivity type rather than radio may possibly be more appropriate.
The housing does need to be thought about: time needs to be put aside for the physical build which may be wood or plastic.
